General Manager for Utilities

Robert E. Hunzinger

Oversees all operations of the combined Electric, Natural Gas, Water, Wastewater and Telecommunications utilities. Principal responsibilities include management for all planning, administration, customer service, engineering, organizational development, construction and operations for all utility responsibility areas in accordance with City policies. Additionally, oversees the preparation and administration of the annual budget and is responsible for policy development and the implementation of policies adopted by the City Commission. Reports directly to the seven-member City Commission as a Charter Officer.

Organizational Development Director

Sandy M. Barnard

Administers all aspects of human resources for the City of Gainesville, including GRU, and partners with management to enhance organizational effectiveness through strategic human resources and organizational development initiatives. Responsible for staffing, employee relations, labor relations, compensation and classification, and providing a comprehensive learning environment that promotes results-oriented performance excellence.

Assistant General Manager for Energy Delivery

David E. Beaulieu

Plans, directs, coordinates and administers activities in the Energy Delivery Department. Responsible for the construction, operation, maintenance and expansion of the electric and natural gas transmission and distribution systems. Also, oversees the meter reading and round-the-clock monitoring of all utility systems.

Chief Financial Officer

Jennifer L. Hunt

Plans, directs, coordinates and administers activities in the Finance, Treasury, Debt, General Ledger Accounting, Customer Billing and Mail Services, Information Technology and Telecommunication Operations areas of GRU.

Community Relations Director

Nona C. Jones

Provides a conduit for enhanced two-way communication between GRU and the community while maintaining positive working relationships with community and neighborhood-based organizations, customer groups, and other public agencies. Acts as GRU's ambassador to the community.

Utilities Attorney

Raymond O. Manasco, Jr.

Handles the review and negotiation of contracts and real estate transactions. Acts as daily legal counsel to all departments and represents the several utilities before the courts and administrative agencies.

Assistant General Manager for Strategic Utility Planning

Edward J. Regan

Plans, directs, coordinates and administers all activities of the Strategic Planning and Generation Dispatch departments in accordance with all applicable laws, rules, regulations and directions from City Government.

Assistant General Manager for Water and Wastewater Systems

David M. Richardson

Administers all aspects of the Water and Wastewater utilities for GRU, including Water and Wastewater Engineering, Water Treatment, Water Distribution, Wastewater Treatment, Wastewater Collection, operation of Lift Stations, distribution of Reclaimed Water and administration of the Environmental Laboratory, Industrial Pretreatment and Cross Connection Control programs.

Assistant General Manager for Energy Supply

John W. Stanton

Manages and administers the activities of Energy Supply Department. The operational functions include production from GRU’s generating facilities, production assurance functions of reliability management, performance enhancement, power engineering and procurement and management of fuels.

Assistant General Manager for Customer Support Services

Kathy E. Viehe

Plans, organizes and directs the activities and operations in the areas of Customer Operations, Marketing and Communications, Energy and Business Services, Conservation, Administrative Services, and Sales and New Services. Develops and recommends administrative and operational policies and procedures in conjunction with GRU departments and other agencies.
