Home Performance with ENERGY STARŪ Program
Save energy, lower your bill and improve comfort
GRU's Home Performance with ENERGY STARŪ Program is a whole-house approach developed to assist residential electric customers in upgrading existing homes to reduce energy use, lower their bills and improve comfort, durability, health and safety. The program provides funding for comprehensive home-energy improvements. According to Consortium for Energy Efficiency research, one of the most cost effective ways to improve household energy efficiency is by making changes to an entire system rather than taking a piecemeal approach.
Rebate Offer
Up to $1,435 rebate based on packages that include at least two bundled items and at least one customer choice item.

Bundled Items (at least 2 required)
- Central A/C replacement with 15-SEER or greater ($300 bonus for 15-SEER or greater ductless mini-split ≥ 18,000 BTU or a 2-speed super-SEER A/C that meets design requirements)
- Duct repair and sealing (ducts must pass leakage-rate test)
- Added insulation (minimum R-19 for attic and R-11 for floor)
Customer Choice Items (at least 1 required)
- ENERGY STARŪ programmable thermostat, including installation
- Door and window weather stripping
- Solar window-shading devices (solar screens)
- ENERGY STARŪ ceiling fans
- Water heater repair or replacement
- ENERGY STARŪ water heater repair or replacement
- ENERGY STARŪ refrigerator
- Valid for replacing refrigerators, freezers or combination units that are 10 cubic feet or larger, in use and in working order. Not valid for dorm-sized refrigerators
- Old unit must be removed from the home and proof of removal or destruction is required. Approved refrigerator recycling options
Eligibility
- Must be a GRU residential electric customer
- Applicant must own the home
- Home must be a single-family dwelling, mobile home or condominium
- Must use GRU HVAC Partnering Contractor to perform energy survey and improvements
- Based on energy survey, customer may choose to apply for GRU's Low Interest Loan Program instead of rebates
- One Home Performance with ENERGY STARŪ rebate per location
- Rebate may not be used to replace an HVAC system that was installed using a GRU rebate
- Rebates are subject to change without notice and are subject to approval
How to Apply
- Contact a GRU HVAC Partnering Contractor to perform an energy survey
- Get recommendations and estimate from the contractor
- Select improvements options based on bundled-package options
- When required by the Building and Zoning Department, the contractor must pull a permit prior to making improvements
- Have contractor make improvements
- If the contractor was required to pull a permit, the contractor will advise the customer of final inspection arrangements
- GRU Partnering Contractor should provide customer with the following documentation:
- Bundled Rebate Form, which includes energy survey
- Permit and final inspection, if installing new equipment
- Invoice from on GRU Partnering Contractor
- Other GRU forms and checklists required for selected upgrades
- Customer must submit forms and documentation listed above to GRU within 30 days of completed project
- Upon successful inspection and acceptance by GRU, the utility will issue rebate as a credit on the customers' bill unless customers request to receive a check
